      Parameters:
      scheduleConfig - The ScheduleConfig providing the state necessary to create the trigger
      triggerName - the name of the trigger
      Returns:
      A trigger implementation reflecting the state of the scheduleConfig and jobName
      Throws:
      org.quartz.SchedulerException - if invalid configuration state prevented a trigger from being created
